from above pic we can see the main red area is the pupil part. so the main purpose of anti-redeye is to shrink the area of pupil.
In the most digital camera "anti-redeye" function, the flash light will pre-illuminate before the real exposure. by body nature, in strong light the pupil will shink itself, so the redeye effect can be diminished.
